Roofing standards around the world, measured against the Gulf Coast

Wind and hail rules for roofs change from one continent to the next: what the wind is measured as, how rare a storm the design has to survive, and who draws the map. This National Roofing Directory publication compares those rules from their official texts, then uses the Alabama and Mississippi coast, where Ivan, Katrina, Sally and Zeta all left their mark, as the test case.

Why the Gulf Coast makes a good test

This stretch of coast has seen both extremes of hurricane damage. Katrina's surge reached an estimated 24 to 28 ft along a swath of the Mississippi coast about 20 miles wide, while Sally in 2020 was a slow storm that came ashore at Gulf Shores at 95 kt and dropped nearly 30 inches of rain on Orange Beach.

Sally also produced something rare: data. The Alabama Department of Insurance says it was the nation's first hurricane to strike an area with a large sample of FORTIFIED homes, and the University of Alabama study it commissioned found FORTIFIED construction cut loss frequency by at least 55 percent and as much as 74 percent. That matters because IBHS studies show as much as 90 percent of catastrophe-related insurance claims involve roof damage.

Four ways to write down a wind

The standards comparison goes into detail; here is the short version.

Because the systems average the wind over different periods and aim at different return periods, their raw numbers cannot be swapped. A European 10-minute mean and an American 3-second gust describe different slices of the same storm.

Above the code: FORTIFIED on the Gulf Coast

Alabama and Mississippi both use a voluntary standard to push roofs beyond the minimum code. IBHS's FORTIFIED program strengthens roof edges, seals the roof deck and uses ring-shank nails in an enhanced pattern, and a FORTIFIED Roof is required at every level of the program.

Alabama went furthest. Its Department of Insurance says the state has more than 51,000 FORTIFIED homes, most of them in Baldwin and Mobile counties, and its Strengthen Alabama Homes program offers grants of up to $10,000 toward a FORTIFIED Roof. Mississippi started its own grant in 2026: the Insurance Department says the first round offers up to $10,000 to wind pool policyholders, with a statewide rollout anticipated in early 2027. Hail is part of the test, too

NOAA's Storm Events Database records 1,038 hail events of 1 inch or larger in Alabama and 1,148 in Mississippi from 2016 through 2025. On the coast, Baldwin County logged 36 such events and Mobile County 26 over the same years, and on April 10, 2021 the database logged hail 4 inches across in Orange Beach. Which is stricter, Eurocode or ASCE 7?

The two cannot be ranked on one number. Eurocode begins from a 10-minute mean at a 50-year return period and multiplies it by safety factors, while ASCE 7 maps a 3-second gust at 700 years with a load factor of 1.0. Our standards comparison explains the differences.

Did FORTIFIED roofs perform better in Hurricane Sally?

Yes, according to the study the Alabama Department of Insurance commissioned. It found FORTIFIED homes reduced claim severity by 15 to 40 percent and cut loss frequency by 55 to 74 percent compared with standard construction.

Can Gulf Coast homeowners get help paying for a FORTIFIED roof?

In Alabama, Strengthen Alabama Homes awards grants of up to $10,000. In Mississippi, the Strengthen Mississippi Homes program currently takes interest forms only from eligible wind pool policyholders, chosen by lottery.
